CALL TO ORDER/ROLL CALL COUNTY COMMISSIONERS - all present. No mention was made of reason for last weeks BOCC meeting not being held

PRAYER AND PLEDGE OF ALLEGIANCE

AGENDA - approved unanimously

CORRESPONDENCE _ didn't hear anything interesting in this reading. As is the usual case only Commissioner Metli had any correspondence.

Ports to Plains meeting verbal report given by Commissioner Metli at the request of Commissioner Stutz. [I never hear any reports from Commissioner Stutz about meetings he has attended.] Of interest are these two items mentioned by Commissioner Metli:

1. CDOT was predictably disappointed that Referendum D did not pass the recent election. In case you have forgotten, Referendum D was to all allow Colorado to sell bonds so work could begin on the long list of road projects. However, the bonds were to be backed by revenue not yet collected but anticipated from Referendum C, and the citizens of Colorado by a small margin decided not to put the state in to more debt. [I think Pay as you go is as good for governments as it is for individuals.]

2. There was some comment about "people looking at power plant energy". I am not sure what this is about. There is a rumor from somewhere about an electric power plant maybe to be built, someday, in eastern Elbert County. Of course the commissioners would be happy to have industry in the county to tax. However should such a project come over the horizon, the Elbert County Citizens would be well advised to look at pollution, traffic patterns, easements for high tension lines, impacts on surrounding communities, a request for increased taxes to pave the way, water use, and water contamination from the coal burning process (heavy metals).

APPROVAL OF MINUTES OF PRIOR MEETING(S) - unanimous

Vouchers/Warrants - the usual gobbledygook of warrant numbers and cancellations. As I have pointed out previously, it would take a lot of work to understand what is actually happening here. [So how do they spend our money anyway?]

Signing of Mylars (Mr. Wolf)- none, but Mr. Wolf did request approval of $435.50 to Hydro Sphere. [As Mr. Wolf has a budget why does he have to ask for permission to use his budget? If this didn't come out of his budget then whose budget did it com out of?]

 MONTHLY PROGRESS REPORTS/CNTY ENGINEER, (Katherine ...) and KIOWA R-n-B (Rick Manyik who replaced Tom Penneywell), and SIMLA R-n-B (Tim Sheridan) detailed reporting on which roads are being fixed, what the road crews are doing to keep busy, status on road graders an bulldozers, purchases and rentals, fuel cost is a big factor, and so on and on and on ...

 BOARD OF SOCIAL SERVICES (CONT’D FROM 10/26/2005) - Social Srervices (SS) is a really complicated area of the County's business. There are state laws and mandates involved so that social services can get into situations where they have to provide services that there are no funds for. There is state money and grants that can be obtained if SS has the staff and knowledge of how to make this work. Some funds have been saved by closing outlying SS offices, but of course then the clients have to driev or bum a ride to the Kiowa SS office. SS can "buy dollars" from other counties at a rate of "14 cents on the dollar". Evidently these are funds from the state that these other counties have in surplus, but as one might imagine there is not an unlimited amount of this resource. ["14 cents on the dollar" is a bargain, if you have the $0.14.] Well there is a lot (a lot) more here if anyone wants to dig deeper. This report lasted for some time. [So how do they spend our money anyway?]

 CONSUMER PROTECTION CONTRACT – M. LISS - This contract is with the Colorado Department of (my notes say "Environment" but I am not certain of this). This is one of those things where Count Attorney Scheffel reviewed it and pronounces it "appropriate in form"> In other words it is up to the commissioners to make sure it says what it needs to say. It will be Commissioners signature on it after it is approved. This is important as he appeared not to have read it and requested that the contract be described. It has to do with the County of Elbert licensing businesses in the county that sell prepared food. I got the idea that Restaurants and groceries and such are covered in another way as this was more along the lines of quick stop stores and mobile food vendors. The commissars like this contract as the County gets all the licensing fees except for $25 that has to be passed to the State. [One could wonder if a cost/benefit study had been considered by the commissioners to determine if they would really make a profit for the count on this agreement. I didn't hear anything like that being discussed.
