Where did their divorce and custody case happen? You'll need to talk to a family lawyer in that area to get some help with the process. If the divorce/custody case happened a long time ago, the original lawyers may not be around anymore (if they are, then give them a call).

Given that everyone seems to be in different locations, with not-so-simple issues about custody, you'll need a lawyer to work with you on this. Most will give a free initial consultation so maybe talk to a few different lawyers in that area and see if you like any one in particular. There is also the option of looking for a Legal Aid lawyer who will help you through the process for free, if you qualify for their services.

The custody issues were determined prior to their divorce, so the divorce decree simply stated the children will remain where they are. Maybe we should start with some research as to what the court documents specifically state in terms of custody and placement from the court documents as the divorce decree won't help us. Unfortunately, it is almost impossible to get any help from the state of Alabama in person, let alone by phone. It is frustrating, and it is going to be a long process. It's unfortunate that a man has to jump through so many hoops just to be able to see his children. I see so many men out there that are deadbeat dads or don't care about being involved, and my husband is the opposite. He wants to be there for his kids, and we hit the legal roadblocks.
