Where did their divorce and custody case happen? You'll need to talk to a family lawyer in that area to get some help with the process. If the divorce/custody case happened a long time ago, the original lawyers may not be around anymore (if they are, then give them a call).

Maybe we should start with some research as to what the court documents specifically state in terms of custody and placement from the court documents as the divorce decree won't help us.
