Some service roads have those ridiculous gates, but check the date at the bottom of the Google Streetview pictures: they are from July 2008.

Most of the gates have been put up in the last 2-3 years, so wouldn't show on those pictures.

The gates protect against very little, do not solve many problems, and cause others. They only require a majority of affected houses to want them, but with a bit of luck the price of scrap metal will continue to rise and someone will start stealing them... plenty are left unlocked so it shouldn't be too difficult.
