I think you may be confusing a shisha lounge with an Amsterdam-type 'coffee shop'. Shisha pipes usually contain a tobacco product and have added flavourings. Whatever your opinion on the smoking of tobacco, this is still restricted to those over 18 years of age. There is recent research that points out the health risks of shisha smoking and you can easily find that for yourself (link attached).
But Margaret - shisha smoking will not get you 'high' or stoned.
