That's what I thought, but I went back to check today and there is absolutely nothing on the road, either in or alongside the parking bay, to indicate that it is for bikes only - just the tiny little sign on the post. The car parked in the bay at that moment was sporting a parking ticket. So I can only thank the stranger who kindly pointed this out to me the other day and saved me the fine.
