The cynical part of me says that this is just another way of milking the motorist, but I do agree that it's more likely to be incompetence. Whichever it is, lots of people are being booked for parking there because they don't realise it's a m/c only bay. And I think the Council should refund everyone who has been fined until such time as the proper markings are in place - they might be correct from a strictly legal point of view, but the signs must be clearly visible otherwise it's totally unfair. (The TV programme Watchdog has recently been dealing with what constitutes a reasonable sign in private carparks, and one operator lost a court case because the writing was so small it couldn't be read from the car.)
