The reason few people would remonstrate with anyone throwing litter around is that they would probably be bad-mouthed or physically attacked.
The worst litter vandals are those who deliberately smash bottles. They obviously don't know - or more likely don't care - what the effect would be on a dog's paws.
And Philip - that's no excuse!!
