Give the guy a break.
He was on the top deck of a bus and saw someone outside dropping litter. What do you expect him to do? Rush down the stairs, get the driver to stop the bus and open the doors and then run back to the offender?
I'm sure he would have acted differently if he'd been in his Bentley, but it was obviously in for service that day
