If you do ask somebody to pick up litter you just get shouted at. My usual course of action if I am following somebody who has done it is to pick it up (if it looks "clean") and take it myself to the nearest bin and hope they see me doing it as I cough while actually collecting it. Sometimes I might ask where they would put it if the "world was full".
