An email to the CEO is an excellent idea. I have had many results from going directly to CEO's with complaints (last week I had a £50 good will gesture from Tesco for a stroppy Driver who delivered our weekly shop)My best result was a free mobile phone (worth £530) from Vodafone because of appalling service over 9 months. CEO's offices usually like to have things dealt with quickly to avoid bad PR. I would guess it's rare for a CEO to actually read the emails but in my experience I have always had a call directly from a lacky in the CEO's office.
