Asking about the neighbours before you move in is sensible but since they may move at any time, and you have no control on who will follow, it doesn't really make a lot of difference.
Both of my immediate neighbours have changed in the 18 years I have lived in Ruislip, and the replacements are very good neighbours. It is the people a couple of doors away who are noisy and light smelly barbecues on pleasant afternoons.
