I have completely blocked out all these types of calls on my landline with BT call guardian. The caller has to announce who they are before you accept the call unless you have put their number in your phone memory. I know calls to mobiles are also annoying but they can also be blocked.
If you google these numbers you generally get a response in various forums of what the scam is. Apparently they want to check direct debit details for your phone bill.

A good idea, but of course this involves you spending YOUR money stopping people ringing you. When I was leaving BT I asked them first if they would offer their own call blocking service to me for free in order to keep me, they refused so I left. I cannot remember how much it was, a few pounds a month, but saying no means they are well down on the year from my bank account and will continue to be so.
