Most likely the number of Police there to contain them perhaps?

It's very subjective. But people will feel how they felt at the time. Often it's difficult to itemise and justify to others who weren't there.

He looked dangerous to me as he had long hair and beard under a headscarf, was dressed in battle fatigues and looked fresh from Syria.
He had dead looking eyes and a lifeless expression.
And the 6 police surrounding him looked very nervous.
With the raf there that added to the conundrum as to what's it all about.
