I guess at this point then the best path forward for you is to contact the regional Fish and Game office and ask to speak to a CO who patrols the lake. Talk to him about the problem and see if he can help. Ask him if you can call him directly in the event that the barge owner is blocking the ramp so that he can come and confront the owner himself.
