While standing on my dock yesterday, I watched a pair of guys in a bass boat using their trolling motor to guide themselves around the cove while casting and retrieving. But they were clearly following a zig-zag course to each fish that was wearily swimming upside down while trying to release its eggs (I think these fish are white perch). The fisherman on the bow controlling the trolling motor would grab the net, scoop up the fish, and place it in their cooler. We have dozens and dozens of these upside down fish "groggy" fish in our cove every spring. I must have watched these two men net at least 10 yesterday. I was tempted to yell out to them that even if legal, it's really not very sporting. My question is, "is scooping up these fish with a net legal per fishing regulations?
