There was a nice electric scotty rigger on craigslist located in manchester for $150 with swivel base. I'd say thats a heck of a deal.
As far as quality goes I don't think you can go wrong with Cannon, Scotty, or Big Jon riggers. They all seem to be well liked. I personally have had cannons. I had some old Mini Mags that had to be 25 years old and they still worked great I just sold them. I have upgraded to some MAG 10's and they are great too.
