Trolling socks or Trolling plate

I am currently using trolling socks and it seems like i am always chasing the bow. Has anyone had this issue and can recommend a setup i can use with trolling socks to help with this issue or would a trolling plate be more responsive. I have a 16 ft boat with a 50 hp motor and without socks it idles at 3 mph. Any ideas or sugestions.
