I am not trying to come off mean but I see the answer as simple. Ask F&G the question and see what you get. Make sure you also ask them why there are " Trout Ponds" in the state? What if someone wanted to go Bass fish'n there! Or Artificial lure bodies of water only? What is someone only had a pocket full of worms! Same type of questions. They would probably look at you a little odd. As far as the sterio-typing? Unfortunately it happens to most people, there are in fact " Yahoos", " M*******s" , "Flatlanders" and so on. If you don't know what they look like a good place to start is driving on a major road any Friday afternoon in this state. I certainly try not to think of myself being any better then others. I'm just a lousy construction worker!
