Am I required to communicate with a deadbeat dad?

Hi, Im 25 and I have a 2 year old daughter. My childs father was not there for her birth so hes not on the birth certificate, however paternity was established. She has my last name and he has not made any efforts to be on her birth certificate. And does not pay child support because of the "recession". (great catch huh..)He calls to harass me about my daughter and then starts asking me questions about me. he also says im a bad mom for not allowing him to be a part of the parenting process. he doesnt come to see her aND he doesnt pay child support. Does it make me a bad person to not want to communicate with him? Also, since hes not on the birth certificate, do i need to file for custody even though we were never married?

I definitely think you need to get custody established as soon as you can to protect yourself and your little girl. If anything happens to you the state would take guardianship and very likely place her with her father.

If you want to get child support you need to file with the child support division in your county, they will get you a court order and although he does not currently pay and may not because of the recession it will still be owed to you (it will be like a saving account) and at somepoint in the future he will work and you will be able to get the back support owed to you through wage retention or tax returns.
