Sole Legal Custody?

Does anyone know how I can go about getting sole legal custody of my boys? My ex moved to another state and I didn't know if that would make a difference. He refuses to sign for passports. I know that you can go before a judge and have a judge sign off on temp. passports but I want to be able to travel with my boys to Mexico and Canada this coming year. I have family in both and don't want the hassle (fees/time) of getting a signature from a judge every time I want to go.

A court always maintains jurisdiction to change a custody order. In GA, both child custody and visitation may be changed, however there are certain 2 year limitations that may apply.
