If they are well organized, all returning jv & varsity players along with any kid who has signed up to try out.

Weird statement on your part.
My son plays public and only a handful of freshman (less than 5) are invited to captains practice. It is not a school sponsored function so there is no requirement to be inclusive.

Curious why would public school not include all the freshman?
Are there so many kids competing for spots on V/JV that they can be selective?

Yes, it's pretty competitive in our town. No freshman makes varsity and only one or two make JV, one of which is usually a goalie.

Freshman usually not invited because they don’t have their email addresses. Have the mom that is bl0wing the coach so her kid makes the team, I mean the head of the Boosters add his info to the email distribution list.

I wouldn't be surprised if the number of MIAA hockey players is higher than its ever been. Not talking about quality, but pure numbers. Which is the goal of the MIAA BTW...to maximize participation. I understand that you guys with kids on the fast track to Hockey East think they should have different goals, but that's not the way it works.

Typical turnout for tryouts at my kids high school is between 75-80 kids. Team fields one varsity team, JV A, JV B. Usually one freshman skater makes varsity, need someone to pick up the pucks, most are placed JV B to keep them together. JV A is made up primarily of Soph & Juniors.

Only a few Freshman are invited because
a) 70 kids are far too many to have on the ice at once
b) 70 kids is disaster in the making with only 17 year old kids in charge
c) we don't need that many to kids to pick up pucks
d) the checking drill would take too long with that many freshman to hit into the boards
e) all of the above
