You don't have to be drafted. In the USHL if your tendered, that means you sign with a team and they forfeit their first round draft choice so it's for very high end players.
Not sure which if the other leagues have drafts or not but if you can help a team win, they will sign you drafted or not drafted.

Tendered means you forfeit #1 pick and the player has to committ to play a certain # of games (50?)
