EHF Player Movement

Is it true that an EHF team is limited on how many players the team can acquire from other EHF team rosters and it's based solely on winning percentages?

They are tier 1...different rules. I don't believe it applies to tier 1

There are tier 1 movement rules as well. Basically the same as elite. They are on the website

for first year program they will only have the per team player movement rule, not he total player movement rule.
