depends on the league. some leagues use "elite" and Tier 1 some use "Premier" then "Elite" Some leagues use Platinum and then Gold. All of it is just filler for over zealous parents who want to label their kid instead of just wanting to play the best hockey they can and actually grow. Nothing worse than seeing some kids on these higher level teams get ignored in practice and get maybe 5 shifts a game all so the parents can tell others their kid is "elite"

It doesn't depend on the league. In leagues that use both (USPHL, MPDHL, etc.) Premier is higher than Elite.
