I saw a penalty shot this past weekend where the player that was knocked down mid-shot was not the player that took the awarded penalty shot. Is this legal? Is it league-dependent?
I believe any player on the ice is eligible to take the penalty shot.

It depends...if the penalty was awarded where a foul occurs to a specific player, then Ref designates that player to take the shot. If that player is injured and unable to take the shot, the captain can select a player who was on the ice at the time of infraction.

If the penalty was awarded where no specific player has been fouled (e.g. goalie delay of game, handling puck in goal crease, throwing a stick at puck), then the captain can designate any player who was on the ice at the time of infraction
