Most likely fed elite is out of the question. If you found the dboard I’d imagine you figured that out.
But there are other levels of teams that maybe he’s a good fit for.
What makes you think he’s elite level?
I don’t think he’s quite elite level, maybe some day….but tier 1 he could hold his own
My son plays on a top EHF Platinum team. Yes, I know its not "ELITE" like the Breakers though they are ranked lower than us. We have two kids that played town their whole career and joined the team this year. They are doing just fine one of which could probably have made an elite team.
For the Fed, can you check out Islander, Top Gun, Vipers, Jr Rangers? For E9 you can try Wizards, Patriots or Americans. Google everyone and find a rink reasonably close to you.
Tier 1 has a bunch of levels. Figure out the right metal level and reach out to coaches. Most clubs are letting outside kids skate in practices now but hurry because you only have a few weeks left. Fed playoffs in a month.
For 2011 check out Americans (E9), Mass Bay(Indepenedent), Islanders (EHF) as they are all pretty competitive with each other. The lower level teams would be Vipers (EHF), Rangers (BHL), Shamrocks (EHF) those teams would be competitive with each other.

Mass Bay and Americans competitive with IHC? Not the elite team.
If your son can skate forwards and backwards and understnds the offsides rules, he can play elite for the Eagles, Kings, MassCon, Breakers, Bandidts, and Capitals.
