There are rules but not sure how much it is enforced. To be able to take two kids from the same org, the the receiving team needs to finish at or below 25% win percentage and the team losing the players needs to finish at or above 50%.
There is also a rule that one team can't take more than 3 kids from with in the same division ie: elite to elite, Plat to plat

Thanks all. Caught me by surprise. Told coach we'd be making the move in early January as a courtesy heads up. Said he's still sending the contract, which now makes sense due to the "restriction." Simply moving teams due to drive distance (5 minutes vs 45 minutes each way). It's upper gold, didn't expect the push back from the coach. Additionally he's only made the comment about it being "illegal" to the kids, hasn't addressed the parents.

I thought those rules only applied to elite. I know elite can’t be alternates outside of the EHF but other levels can
