Some organizations let anyone who wants get on the ice. 2011 IHC will often have 8 or 9 dads on the ice running a drill or a station.
Anyone on the ice is supposed to have completed safesport, coaching cert/modules and a background check. Do all organizations/teams follow the rules no, but that is what USA hockey requires.
If you are so concerned then maybe you should get out there and help out. Or better yet you should pay for that coaches time and extra money they have to pay to get the certifications. The safe sport and certifications are just a money grab for USA hockey. The cori check might be a valid point.

Assuming and Knowing
1. Safesport is free to all registered USA Hockey Parti****nts. Yearly Safesport training is also mandated under Federal Law by the Center for Safesport. Safesport training is required for all Coaches, Managers, Volunteers and Administrators. Additionally Safesport training is required for all 18U Youth Players and 19U Girls Players who are turning 17 or older during the season
2. CORI has been su*****ded by Mandatory Background Check run Nationally every 2 years. In addition, the CORI, which is Massachusetts only, is also run by the company USA Hockey uses for the Background check to satisfy state law.
The Background check costs money for every coach, manager, etc EXCEPT in Massachusetts. Mass Hockey is the only District in the country which pays for the Background check. I am a Massachusetts based coach so I don't know the cost but last I heard it was over $30 for your background check.
Is any parent allowed on the ice to coach? No certification, no cory, etc? Who gets in trouble if one of those helpers does something bad?
There should be a requirement where every parent has to go out and coach at least one practice or one station. They must come up with all details on their own and run it perfectly. Anything less than pure perfection will require said parent to ST-F-U for all time. If that parent coaches that practice perfectly, then, well, replace the coach, or add the parent to the staff. Win-win for the players.
USA Hockey Portal used by Program Registrars does not allow a program to list a coach on a team roster if the following are missing:

Safesport
The portal does allow a coach with expired CEP or no CEP to be listed as the National rule is up to date CEP by Dec 31; however, the Mass Hockey rule states CEP has to be done before on Roster, except for 1st year 8U coaches.
